You say ‘first things first’ when you are talking about something that should be done or dealt with before anything else because it is the most important.

We needed a trolley on ~wheel~ (nonstandard).
We needed a trolley on *wheels* (standard).
Something on wheels has wheels attached to the bottom, so that it can be moved easily.
