You should say:

We were given *an instruction manual* (not, instructional manual). A book or booklet giving detailed information about how something should be done or operated is an instruction manual. This should not be mistaken for *instructional materials* which are the tools used in educational lessons.

Shall we observe *one minute’s silence*. (not, one minute silence).
