Delaying tactics are things that someone does in order to deliberately delay the start or progress of something.
Everyone knows he has ~strong head~ (nonstandard).
Everyone knows he is *headstrong* (standard).
If you refer to someone as headstrong, you are slightly critical of the fact that they are determined to do what they want.
