The grassroots of an organisation or movement are the ordinary people who form the main part of it, rather than its leaders. Note that this compound word can be written as a single word (grassroots), spaced (grass roots) or hyphenated (grass-roots).
This office is out of ~bound~ to students (nonstandard).
This office is out of *bounds* to students (standard).
If a place is out of bounds, people are not allowed to go there.
